"The lesson we should have learned from the British is that there are far more effective, if cynical, ways to manage wars in Asia and Europe. One is by diverting the resources of potential enemies away from the United States and toward a neighbour. Maintaining the balance of power should be as fundamental to American foreign policy as the Bill of Rights is to domestic policy. The United States should enter a war in the Eastern Hemisphere only in the direst of circumstances, when an onerous power threatens to overtake vast territory and no one who can resist is left."
